Right to education Bill was cleared by the Union Cabinet on 29th of October 2008
And it is slated to be introduced in Parliament in December.

The Right to Education Bill, make education a fundamental right for every child in the 6-14 age group, was cleared by the Union Cabinet on Thursday. It’s slated to be introduced in Parliament in December. If passed, one of the longest awaited political promises would be honoured.
Education as right to cost Rs 12000 crore a year. The cost will be divided between Centre and the States. The proportions are yet to be worked out.
